CDS specialises in the following core services:
Labour market projects
Services include preparation and realisation of complex project regarding labour market involving surveys on human resources, evaluation of services of educational institutions, business related organisations and public employment agencies, analyses of employment offers and employers’
declarations on future labour market demand. CDS specialises in managing regional and nationwide projects, advising on creating institutions and undertakings regarding (e.g. Local Pacts for Employment).
Procurement of external funds for local governments and businesses
These services include preparing applications, taking steps to procure external funds and providing training services and organisational support for institutions interested in procuring external funds. Applications are prepared according to the requirements of structural funds (European Fund for Regional Development, European Social Fund) implemented through specific programmes such as the Integrated Operational Programme for Regional Development or sectoral programmes (e.g. Sectoral Operational Programme for Increasing the Competitiveness of Enterprises, Developing Human Resources, Restructuring and Modernising Food Sector and Developing Rural Areas). Applications are prepared together with all supporting documents, including completed application form, feasibility study and environmental impact assessment.
Strategic planning and management
An all-inclusive process of strategic planning and management for towns, municipalities (gmina) and counties (powiat) is designed and managed on a partnership basis, involving representatives from across business and local government sectors and social organisations. Services in this area include mission development (according to the Ashridge mission model), identification of strategic areas, definition of strategic goals, preparation of action plans and completion of feasibility studies for investment projects, environmental impact assessments, business plans, etc. CDS also offers support in preparing Local Development Plans in accordance with the requirements applicable to structural funds for local investments and strategic reviews (development strategy documents are verified 4 to 5 years after preparation).
Feasibility studies for industrial parks, science and technology parks and economic activity zones
Services for industrial parks and science and technology parks include preparing comprehensive sets of documents required for establishment of these sites (feasibility studies, business plans of managing companies, environmental impact assessments, expert economic analyses, grant applications for priority investments in the development of industrial parks or science and technology parks).
Feasibility studies for infrastructural investments
Preparation of feasibility studies according to the requirements of, inter alia, the Integrated Operational Programme for Regional Development, the Sectoral Operational Programme for Increasing the Competitiveness of Enterprises or other similar programmes (as requested by the customer).
Consulting services on creating a friendly public attitude toward innovative undertakings at the local level
- Designing and implementing models of co-operation between local authorities and business communities or social organisations.
- Establishing investment relations between partners (local authorities, investors, banks, etc.).
- Social marketing.
- Designing informational, lobbing and public relations activities.
- Counteracting social conflicts.
CDS also provides services in the following areas:
Research: social surveys (qualitative or quantitative) to assess inhabitants’ needs and preferences, evaluate performance of local authorities, determine local community’s acceptance of planned investments, research business attitudes, evaluate new products and test brands.
Training: CDS offers training services for public institutions and businesses in strategic planning and management, project management, teamwork techniques, time management, change management, promotional activities and public relations. As well as offering an all-inclusive package of services related to Identification and Analysis of Training Needs (IATN), CDS designs and conducts strategic sessions for executive staff, which are dedicated to devising strategic business documents (e.g. mission statement according to the Ashridge model, personnel policies or training policy assumptions). CDS specialises in providing in-company training courses.
Project and programme evaluation: CDS designs and conducts comprehensive evaluation programmes using field research methods and workshop techniques.
